On 16 July, the European Commission announced its proposal for the next framework programme Horizon Europe 2028–2034, as part of the proposal for the Multiannual Financial Framework (MFF) for the period 2028–2034. The Commission proposes to double the budget for the next research and innovation framework programme to reach €175 billion. The future programme aims to boost Europe’s competitiveness and fund solutions for real-world challenges.
Building on the achievements and successes of the current programme (Horizon Europe 2021–2027), the Commission is proposing a four-pillar structure that will support frontier research and innovation, attract and foster new talent, enhance international cooperation, and connect science with society. At the same time, the programme seeks to further simplify procedures, accelerate funding processes, and increase impact.
The new programme will be based on four pillars and will support pioneering research and innovation, attract and nurture research talent, strengthen international collaboration, and connect science with society.

In addition, as part of the connection between Horizon Europe and the European Competitiveness Fund, the Commission proposes the development of Moonshot projects, which will span from research to demonstration and real-life application. These projects will address 11 strategic areas, which are outlined in the relevant Factsheet.
Negotiations will follow between the European Commission, the Council, and the European Parliament.
